Specification Identifier Is Not the XRechnung ID (BT-24)
What This Error Means
BR-DE-21 says that the specification identifier BT-24 should be the XRechnung identifier: urn:cen.eu:en16931:2017#compliant#urn:xeinkauf.de:kosit:xrechnung_3.0, or for the XRechnung Extension that value followed by #conformant#urn:xeinkauf.de:kosit:extension:xrechnung_3.0 (since XRechnung Schematron 2.4.0 the CVD identifier for clean-vehicle invoices is accepted as well). In the Schematron it is only a warning. In practice it is blocking: the official KoSIT validator picks its validation scenario by exactly this value, so a file with an outdated identifier (such as urn:xoev-de:kosit:standard:xrechnung_2.3) matches no scenario and is rejected without any rule ID. A file with only the plain EN 16931 identifier urn:cen.eu:en16931:2017 is checked against EN 16931 alone, without any XRechnung rule.
How to Fix It
Set cbc:CustomizationID (CII: rsm:ExchangedDocumentContext/ram:GuidelineSpecifiedDocumentContextParameter/ram:ID) to the exact XRechnung 3.0 identifier. It covers 3.0.1 and 3.0.2; only major and minor version are part of it.
